ELDT is a set of federal standards established by the Federal Motor Carrier Safety Administration (FMCSA) in the United States to create safer roads and highways across the country. The ELDT regulations and Training Provider Registry were mandated under the Moving Ahead for Progress in the 21st Century Act (MAP-21).

The ELDT final rule was also based on consensus recommendations from the Agency’s Entry-Level Driver Training Advisory Committee (ELDTAC) in 2015. These standards were created to ensure that individuals seeking their Commercial Driver’s License (CDL) receive proper training and education before beginning their new career and know the proper regulations for pre-trip inspection, time behind the wheel, and what to do if something went wrong. Minimum Training Requirements

ELDT outlines the minimum training requirements that all CDL applicants must meet. This includes specific hours of classroom instruction and behind-the-wheel training. Drivers must receive training in 30+ knowledge topics and hands-on skills training, which includes vehicle inspection, backing maneuvers, and on-the-road driving. 

Certification of Completion

To demonstrate proficiency in skills and knowledge, students hoping to receive ELDT driver training must score at least 80% on the theory assessment.  Upon completing the ELDT program, individuals receive a certificate of completion. This certificate is necessary to take the CDL skills test and obtain your license. 

Training Providers

ELDT specifies that all CDL training must be provided by registered and approved training providers, like Truck Driver Institute, who meet the criteria. 

Required Curriculum

ELDT mandates a specific curriculum that covers essential topics such as safe driving practices, vehicle inspection, and hours of service regulations. Once the training is complete, the training provider will upload the completed information to FMCSA. 

ELDT Driver Training Requirements

FMCSA’s ELDT regulations are the baseline for entry-level drivers. The training requirements apply to those seeking to: 

• Obtain Class A or Class B CDL for the first time
• Upgrade an exciting Class B CLD to a Class A CDL
• Obtain a school bus (S), passenger (P), or hazardous materials (H) endorsement for the first time 

ELDT regulations are not retroactive. However, individuals who received a CDL or an S, P, or H endorsement before February 7, 2022, are not required to complete the training.
